| I | Each Member of this Covenant shall also be a Member in good standing of the Order of Hermes. A member can be a Senior Member if voted by all actual Senior Members and if he offered his services for three years. The number of Senior Members will not exceed six. Any other Magi joining the Covenant will have the rank of Ordinary Member. | | II | A Member may call for the expulsion of any other Member if it is found by the Council, a Tribunal, or a Grand Tribunal that the Member has broken any of the terms of this Charter or the Hermetic Code. The expulsion will only be enacted if a majority of over two thirds of the total Membership of the Council agree that it be so unless the transgressor be cast out of the Order, in which case expulsion from Cliffheart is immediate and without right of appeal. | | III | Any Magus expelled from the Covenant loses all rights and privileges immediately and must vacate the Covenant within one day, returning all items of Covenant property in their keeping. Any personal belongings remaining at the Covenant beyond that time are forfeit. | | IV | Any Member may leave the Covenant at any time provided they have performed all service to the Covenant due from them for that year, have fulfilled any and all outstanding personal obligations, and provided they return any Vis, books and other items belonging to the Covenant before departure. |
| V | The Ordirary Council will be held four times each year, at the Equinoxes and Solstices. The Extraordirary Council may be called anytime by any Member or by the Vilicus or Centurion if it's considered necessary. For the Council to be valid the two third of Senior Members are required, also through representings or magic. This rule is not observed when it's necessary to face a sudden danger. | | VI | The business of the meetings will include in particular: Spring Equinox: officers appointment; Summer Solstice: freely chosen matter ; Autumn Equinox: freely chosen matter ; Winter Solstice: Casting of Aegis of the Hearth. | | VII | When in a votation, parity is reached, then the Princeps has a casting vote. However, the following must be passed unanimously by all Senior Members present: a) Changes to the Covenant Charter; b) Acceptance of new Members; c) Sale of library books or copies thereof when only one copy is held within the Covenant; d) Sale of Vis; e) Incurring obligation likely to be a serious drain; f) Distribution of further wages to Members beyond those already addressed. | | VIII | No spells or other magical activity are allowed within council meetings without the consent of all Members present. |
| IX | The Princeps is chosen by his predecessor in a paper held into an enchanted object you can find at his Sanctum. | | X | If the Primus should be expelled from the Covenant or enter Twilight the Extraordiray Council must be called to reavel the new Princeps to all Members. | | XI | The Primus has sole right to order the proceedings in Council, deciding who will speak and when, and when to call for a vote, while ensuring that all who wish have their chance to speak and vote on all issues before the Council. If the Primus is absent when it is necessary to call the Extraordiray Council, the meeting will be lead by the oldest present Member. |
| XII | The Librarius is elected from amongst the Members and has the duty to save in the Library all books and magical items belonging to the Covenant. The Librarius must be informed whenever a book, scroll or other item is borrowed or otherwise removed from the library or store room. The Librarius, on request, has to save books or pearchments personally belonging to each Member or inhabitant. The Librarius supervises the work of any scribes, illuminators and book binders working within the Covenant. |
| XIII | The Primus, with agreement of Council, appoints an Ungifted inhabitant of the Covenant to be in charge of all the mundane and day to day affairs of the Covenant, including hiring of staff, upkeep of the Covenant resources (supplies, treasury). The Vilicus may be invited to join the Council. | | XIV | If at any time this position is vacant, the responsibilities of the Vilicus are carried by the Primus until a new Vilicus is appointed. |
| XV | The Primus, heard the Council's opinion, appoints an Ungifted inhabitant of the Covenant as Centurion. He will be grog's captain and his duty is to defend and guarantee the Covenant's safety. The Centurion is responsible for training, morale, disposition, and discipline of the military Grogs and he has to inform the Princeps about all he censurable facts he is acquainted with. The Centurion has seniority over all non-members, and may be invited to attend Covenant Councils. |
Candidates for Membership |
| XVI | Ordinary Membership of the Covenant may be granted to a Magus in good standing with the Order of Hermes whose petition to join Cliffheart is accepted by all of the current Senior Members. If accepted in the vote, candidates for Membership must swear to abide by this Charter. | | XVII | Candidates for Membership must live in and work for the Covenant during the period which precedes the admission, to let other Members to gain an opinion. This period should not exceed one year, unless the Primus rules that circumstances are exceptional. | | XVIII | Candidates for Membership have the right to sustenance and company. They must attend Council meetings but may not vote. They may utilise the resources of the Covenant only in cases and ways foreseen by the Council. Candidates also have the right to healing excluding the use of vis. | | XIX | New Members will list any books, Vis or magical items they own immediately on admittance to Membership. |
| XX | Ungifted visitors are the responsibility of the Vilicus unless invited by a Member, in which instance the inviting Member is responsible. | | XXI | Visitors from the Order of Hermes are the responsibility of the Member inviting them or, if uninvited, of the Primus. | | XXII | No visitor has the right of access to any Sanctum, the Library, the Menhir or any resources of the Covenant. | | XXIII | Visitors may be admitted to a Council session at the invitation of a Member provided no other Member raises an objection. Such visitors may not be present during voting. |
| XXIV | Each Member may have a Sanctum clearly marked by their Sigil. No-one may enter this Sanctum without permission of the Member. The Covenant will provide a room, but it is for the Member to improve, embellish and supply that room at their own expense. |
The right to a Laboratory |
| XXV | Each Sanctum will be provided with room to construct a laboratory which will be inside the Sanctum iteself. The Covenant will supply a basic level of equipment for the Laboratory. |
| XXVI | Every Member is entitled to receive from the Covenant the food and lodging required for good health. |
The right to Covenant resources |
| XXVII | Every Member is entitled to make use of mundane resources required for their studies, including use of the time, skills and talents of mundane Covenant folk. | | XXVIII | All Magi can borrow, if it's necessary to their activity, Covenant's own magical resources, and they have to inform the Librarius about this. |
| XXIX | If a Member is injured or otherwise hurt when on Covenant business, healing will be provided by the Covenant. |
| XXX | A Member has the right to have a company by one or more grogs appointed to this personal defence. Grogs will be exempt from service under the Centurion or Vilicus. This right may be freezed during emergencies. |
DUTIES AND RESPONSiBILITIES |
| XXXI | Each Members may propose to the Council to give a service in exchage with pawns of Vis taken from the Covenant's reserves, not exceeding one pawn a season. Such services are to keep the worker busy for at least a hour per day during one whole season. The Council may not accept the offered service. | | XXXII | A Member must surrender all Vis, money, books and magic items acquired on expeditions outside the Covenant to the Covenant. | | XXXIII | Every Member of the Covenant must assist as necessary in the defence of the Covenant. | | XXXIV | A Member must participate to the Ordiary Council, and also he has to join the Extrarordiary one if at all possible. In particular, attendance at the Winter Solstice meeting to participate in the casting of the Aegis of the Hearth is mandatory unless a Member is incapacitated or forcibly detained elsewhere. | | XXXV | A Member must replace any item of Covenant property lost or damaged while in their keeping, or make satisfactory alternative repayment, unless the accident took place while on Covenant business. |
| XXXVI | All the vis pawns owned by the Covenant may not be sold, bartered or otherwise reassigned without the approval of the Council. | | XXXVII | Any Member may apply to the Librarius to borrow a book or scroll or item for one or more seasons. The Librarius may request to see any retained item to check out the state. | | XXXVIII | To access books or scrolls to read and study them, a Member have to donate to the Covenant a book or a scroll of equal value to that he wants to take from the library. - This article was erased by the Summer Council of June 1228. |
| XXXIX | Cliffheart takes its name from a magical Heart hidden into the near hill. | | XL | The Heart's exploitation must happen following the principles of Convenant's welfare and improvement and the cultural growth of its Members. | | XLI | The access to the Heart is known by the Primus only. | | XLII | The Primus must save, in a document kept together with the nomination of the successor, how to access the Heart. | | XLIII | At the end of every year, during the winter Council, pawns obtained by the Heart's exploitation, and not used in any other activity, must be divided among all Members, equally and following modalities chosen by the Primus. | | XLIV | The Primus may modify the modalities of distribution if there's any need. |
| XLV | Vis' reserves are distributed equally amongst the Members. Distibuting and storage responsibility are in charge of Primus. Reserves may be exchanged only if it's necessary. |
| XLVI | All magical items will be owned by the Covenant in common, unless made or obtained by a Magus in their own time and with their own resources. |
| XLVII | Money, precious stones and other treasures must be handed over to the Covenant if obtained whilst on Covenant business. |
| XLVIII | If a Certament takes place inside the Covenant the Primus and one Member not directly involved must be informed before the Certamen commences and witness the proceedings. |
| XLIX | The Council has the right to call a State of Emergency by a majority vote of Magi present at that meeting. | | L | During a State of Emergency, all Covenant inhabitants may be called in order to serve the Covenant. |
